Please, read the portage documentation and manpages instead of reopening this bug. You've unmasked one particular version, it's now gone, you'll get downgraded. Absolutely NOT a bug. Unmask the newer one or use =dev-util/cogito-0.18* or whatever else, the thing needs to be deterministic and not do random guesswork on what a user might have intended.
