When I emerge mtvg only the mtvg applications is installed. When I run the application it is obvious that it cannot operate without the xmltv ebuild installed.

I think that the mtvg.ebuild should have a documentet dependency to xmltv so that  emerging mtvg should emerge the xmltv as well.
