The main tree is in CVS. It takes some time before changes in CVS get propagated to rsync servers. In other words, "emerge sync" and have a look at dev-ruby/rcairo/ChangeLog. If you see something like

Ignore cairo_svg_version_t if there is no svg support, #152532

then it's fixed. If not, try again the next day.
