pysnmp-4.1.6a installs two scripts: /usr/bin/build-pysnmp-mib /usr/bin/libsmi2pysnmp These depend on smidump from net-libs/libsmi, so pysnmp should RDEPEND on net-libs/libsmi.
The script in question is rather optional, and libsmi seems to have some problems on some platforms (notably sparc64). Instead, I've added some einfo messages to pysnmp-4.1.7a.
