Bug 159405 – Add dev-php/PEAR-File_DNS ebuild to portage

I'd like to have this ebuild added to portage.  It allows PHP to manipulate DNS files.

Actually the header should be (afaik) just:
# $Header: $

They get then generated by them self during the commit to the official portage tree.

Please, reopen if this ever gets alive upstream again and the bugs [1] get fixed. This release is from 2004-07-01 and it looks pretty much dead.
