The system I tried to install it on doesn't have X, since it's my arch testing chroot. I will attach my emerge --info and make.conf. Same symptoms here... But X doesn't seem to be a valid USE-flag for kde-base/kdelibs, so it maybe should unconditionally depend on x11-libs/libXt? (unless it's simply the configure script and not the package itself that expects the presence of libXt)

when i do "emerge x11-libs/libXt" and afterwards emerge kdebase again it does the job and compile kdelibs. so it seems its just the configure that expects libXt present.
Added libXt as build-time dependency for kde.eclass.
