here's the thing. you had KDE/ARTS installed, then you unmerged them. However, there are things on your system which still link to ARTS. So, either bring KDE/ARTS back, or find out what is still linking to them and remerge those items. ldd /usr/lib | grep larts should give you a list of things still linking. qpkg -f on each one of those files will reveal what you need to unmerge. (don't forget to add -qt -kde -arts to your USE settings).
