I have not had any trouble with this after disabling xcb (i don't know why i had it enabled, to be honest :D) Anyone who CAN disable xcb: do so to solve this.
I'm not sure this has anything to do with xcb USE flag or with fglrx driver. When you kill X it doesn't necesseraly kills all gnome processes (notably because of bonobo servers). You can get gnome-panel still running after killing X and that's it fails on next login. I'm tempted to say CANTFIX here because there is nothing we can do if you play dirty with your processes :)
