Because kdelibs now includes kde-env, many people are running into blocks:

[blocks B     ] >=kde-base/kdelibs-3.5.4-r2 (is blocking kde-base/kde-env-3-r4)

The problem is generally packages that require kde 3.4, I think.  The two packages (that were) on my system are (were):
sci-mathematics/koctave
app-office/kmymoney2

Both ebuilds have:
need-kde 3.4

Since kde 3.4 is no longer in portage, these packages should get masked somehow.

The need-kde also works for 3.5. The problem is that you have a broken overlay which includes a broken kde.eclass. Please remove this overlay
