As seen on bug #158040, some packages needs a libtool wrapper that's built for the exact CHOST value we're going to build for.

The attached patch allows libtool ebuild to answer to cross-${CHOST}/libtool symlinks (for crossdev, patch for that coming soon).

no ... packages that need libtool should be including one
