to the PKG_CONFIG_PATH environment variable

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables TOMBOY_PLUGINS_CFLAGS
and TOMBOY_PLUGINS_LIBS to avoid the need to call pkg-config.

Have you tried with the latest ebuilds in portage? (0.5.2)
