When running qcheck --update wrong mtimes are not fixed. Although the utility reports wrong mtimes in the package database of files installed, the --update flag doesn't do anything to correct the error.

The following patch fixes the behaviour of qcheck. It also fixes a --verbose message recorded != actual where the order is wrong.

Thanks for the patch. I knew mtimes were unfinished. Was not aware many people 
were using the -u option outside of myself which I mainly used for MIA files 
and or those silly .pyo/pyc files.
