Might be an upstream bug in Kernel-Config for IPSec. When enabling CONFIG_KLIPS_ALG for a monolothic Kernel (CONFIG_MODULES is not set) building the kernel will fail:

Should be fixed with a patch including a appropriate dependency for Kernel-Config.

sys-kernel/gentoo-sources-2.4* is no longer in portage. please try gentoo-sources-2.6* or vanilla-sources-2.4*.
