Bug 157391 – Please switch CIA's overlays.gentoo.org script to mail

As lately (lately?) CIA is often down or slow, committing to overlays.gentoo.org can hang for an indefinite time waiting to submit the commits through XML-RPC interfaces.

Our CVS does not have this problem as it mails out the commits rather than using XML-RPC.

Would it be possible to use mail interface for overlays.gentoo.org too, so that commits won't stop dead while CIA is down? (they'll still drop dead when the mailserver is down, but this is way less frequent).

well /etc/ciabot-svn/config.py is root:root -rw-r--r-- so I can't do much about it, only infra people can

Sorry for being slow to reply to this. I just changed the permissions on that file so that anyone in the goverlays group can edit it.
