when doing an emerge -uv on kde an attempt to upgrade xfree to 4.2.99-2 is done.
The problem is that the attempt to download the package from the mirrors 
references a non-existant file.  It attempts to grab <mirror>../gentoo-
sources/X4299-2.tar.bz2

I went to that directory manually and couldn't find it at ibiblio or gatech.

hmm, it seems like you have an old portage tree on your box.  please emerge sync and try again, because no ebuilds reference that file any more.
