Yes, Because:
/usr/portage/skel.ChangeLog should be /usr/portage/(category)/skel-version/skel.ChangeLog
/usr/portage/skel.ebuild  should be /usr/portage/(category)/skel-version/skel.ebuild
/usr/portage/skel.metadata.xml should be /usr/portage/(category)/skel-version/skel.metadata.xml
