when building gaim with 'tcl' USE flag, also plugins/tcl/TCL-HOWTO should be installed, which is the Tcl plugin developer guide.

IN FACT IT IS MISSING THE WHOLE 'gaim' DIRECTORY IN /usr/share

Reopen with emerge --info, emerge -pv gaim, attach `MAKEOPTS="-j1" emerge gaim &> log` output here and fix your caps lock. :P
