If I create a new bug report, I am not able to create an attachment.
If I want to change the bug report, I can create an attachment.

It is the actual bugzilla version: 2.20+

That's not a problem with bugzilla. That's a "feauture". The ability to add an attachment isn't on the initial bug creation screen. You have to create it and *then* add the attachment afterwards.
