The driver for the vicam / homeconnect webcam is patched into the kernel, but
the vigrab tools are missing from portage. See
http://homeconnectusb.sourceforge.net/

Out of curiosity I took a peek on what this bug is all about. 

It's a frame grabber program. It has not really been maintained (the last release is from january 2002 it seems), the source code doesn't seem to be available for some reason and the application doesn't do anything that you couldn't most likely do with the other grabbers. (Though adjusting some tiny things about that camera would have to be done via /proc interface.)

The files at sourceforge site are being downloaded only ~5 times a day in total which suggests a dead project. The camera still works under 2.6 btw, someone on the sf.net forums did some patches. 

But seriously I doubt that you could find more than one or two or so Gentoo users having the just a little sold camera that is 3+ years old already and most likely didn't sell very much. Honestly I see no reason this bug being open and "assigned" for couple years. Close the bug please, but if someone still wants it and contacts, reopen and reconsider.
