Thanks to Deren Yel for the bug.

On the individual GLEP pages the GLEP_Index link points to
http://www.gentoo.org/peps, which is clearly wrong.  It's due to a bug in the
docutils GLEP writer, presumably.

This was fixed on the web jan by me, and in the docutils by me in marchish?
