I did an "emerge --sync" and was told that I needed to emerge an updated portage.  When I did, I got the following sequence.  

gander atorrey # emerge portage
>>> cfg-update-1.8.0-r3 : No new packages have been emerged, checksum index OK...

At the above error the system exited.  Repeated efforts got the same results.

Apparently you just need to sync again.  That ebuild is not listed in the latest Manifest:
