that is why stable is more broken than unstable - no stabilization before a bug happens .. arch teams do your work now

If you as a maintainer think a version is ready to go stable and it actually works, there's nothing to prevent a new version going stable. You don't need to have the old stable broken. Reason that stable is broken while testing is not is more that there are certain maintainers *cough* who admit that they simply "don't care about the stable tree".
