USE flag ssl should trigger optional dep of dev-perl/IO-Socket-SSL for >=net/dns-ddclient-3.7.0

Bad idea, because ddclient does not elegantly handle the error when ssl is missing - see bug #117124 comment #64 for an example of a surprised user, and bug #117124 comment #67 for me making ssl mandatory so as to remove the problem ;)
