This should be provided by media-libs/gd, can you try to re-emerge yours? If that still doesn't work, please attach your config.log after trying to compile dvipng.

Same for 1.9.  The problem is gd not being compiled with png USE flag.  Probably the ebuild should do some build_with_use trickery on gd with png.

This check has been added long ago, I stumbled about it myself and did not know there was a bug open.  Closing.
