revdep-rebuild reports this:

Checking dynamic linking consistency...
  broken /emul/linux/x86/usr/lib/kde3/kcm_kcmgtk.so (requires  libkdeui.so.4)

In the end, revdep-rebuild runs
emerge --oneshot  =app-emulation/emul-linux-x86-gtklibs-2.10.6.1

That emerge doesn't fix anything since the package is binary and the stuff isn't getting compiled and linked now.

using ~amd64
qt3 USE flag is set

thanks, version 2.6.10.2 should fix it. Damn those emul libs are painful
