If you try to specifically install tcl-8.3.4, you get an error at configure time:

 $ emerge =tcl-8.3.4
[...]

 !!! ERROR: dev-lang/tcl-8.3.4 failed.

This appears to be a bug induced by a change in the way bash parses commands. [1] describes the problem, including information on how to fix it. I suggest a patch be applied to tcl as there as some applications still need tcl-8.3.* to work, unfortunately, apparently including emc [2].

Whatever junk that depends on tcl-8.3.4 needs to removed from the tree (for stuff that's not in portage, sorry but it's not our problem).

dev-lang/{tcl,tk}-8.3.4 is borked w/ >=bash-3.1, it outdated like hell and generally sucks goats nuts, plus there's exactly one ebuild that depends on it in the whole tree.

dev-lang/tk-8.3.4-r1

Please, clean up the corpses.
