The instructions for layman say to create an empty file: "/usr/portage/local/layman/make.conf" But then running "layman -a foo" gives the error message: * Failed to add overlay "foo". * Error was: Did not find a PORTDIR_OVERLAY entry in file /usr/portage/local/layman/make.conf! Did you specify the correct file?

This is different issue than bug 149867 -- that bug reports that layman does not create the make.conf file. We were already aware of that issue (as it is described in the Gentoo overlay guide). The new issue is that even after manually creating the (empty) file, there is an error message, namely: * Failed to add overlay "haskell". * Error was: Did not find a PORTDIR_OVERLAY entry in file /usr/portage/local/layman/make.conf! Did you specify the correct file? The file exists, but layman does not seem to be inserting the appropriate entries into the file.
