I want the possibility (option in make.conf ?) to automatically provide statistical information about the installation process.

Reports should be submitted via HTTP.
Statistics may be viewed online (e.g. pie charts). Links from packages.gentoo.org should point to some of the package specific data.
User can decide if and how much info may be submitted. Options include: success of compilation, compilation time, mirror, download time, architecture, package name, pakage version, keywords, email adress for further questions, use/env variables, output of test/build scripts and portage version.

In the end I want it to provide helpful information for the decision, wether to try an unstable version or migration to alternative packages.
Also it can reduce errors caused by marking a version stable to early.

Developpers/package maintainers should also be able to create and start surveys.  RSS feeds (dynamically generated and organized by packages/architectures) should provide links and summaries for people wanting to take part in these. An option to generate an URL for RSS readers by posting the output of "emerge --info" and the contents of the world file should be present, too.

Err, you need a server to upload the stats to first. We are definitely not going to repeat the basc fiasco (http://tinyurl.com/rajk8) - so it needs to be an official one. AFAIK, noone's anywhere even remotely ready to launch one. 

This is not something that could be figured out in bugzilla, use gentoo-dev mailing list for this. (Also portage is a package manager, not an application for statistics collection, so this is none of portage folks business, would be a separate package if anything.)

Anyway, as said above, take this to mailing list please.
