I tried to emerge subversion-1.4.0, but the configuration failed, may be due to an ebuild problem.

Here is the command line : dev-util/subversion-1.4.0  USE="berkdb nls perl python ruby -apache2 -bash-completion -emacs -java -nowebdav"

Could you attach the /var/tmp/portage/dev-util/subversion-1.4.0/work/subversion-1.4.0/config.log as suggested by the output. It might give information why things don't work.

Do you have apr and apr-utils properly installed? It seems that /usr/bin/apr-config is missing.

You were right. I don't know why but apr and apr-utils were missing (but portage seen them installed).
