several users of kde 3.5.5 have confirmed this bug, it also seems to exist further back. I do not know which version of giflib is at fault. I have media-libs/giflib-4.1.4 installed.

Also, firefox does animate it properly, without using any extra cpu.

Can't reproduce, but it doesn't animate.

Seems not to be an uncommmon problem. You may want to track (and attach your sample gif to) this bug¹.

There's also a number of other relevant upstream bugs².
