Sorry but I did an 'emerge xkbcomp' and it doesn't create the /var/lib/xkb directory! So I don't think your solution is the right one.
Well sorry, but the ebuild clearly _does_ create it, as demonstrated above. Reopen with MAKEOPTS="-j1" emerge xkbcomp &> log output attached here if you claim that it doesn't. It does here.

According to a user who I helped to install X on a new system, this bug needs to be reopened. xkbcomp-1.0.2-r1 isn't available any more and xkbcomp-1.0.3 isn't stable yet. The current stable version xkbcomp-1.0.2 does not contain the keepdir-instruction.
The idea was that the version that is now in unstable would go stable in an acceptable period of time and the problem would be fixed. 1.0.3 has the problem fixed. However, the change really is quite harmless, so I'll go ahead and add it to the stable ebuild as well.
