After doing an emerge sync to update the tree, an emerge -up world was issued. This caused 
the following message: 
 
 These are the packages that I would merge, in order: 
 
 Calculating world dependencies / 
 !!! all ebuilds that could satisfy ">=dev-util/intltool-0.23" have been masked. 
 !!!    (dependency required by "x11-themes/gnome-themes-2.2" [ebuild]) 
  
Obviously, doing an emerge world would require I set ACCEPT_KEYWORDS to ~x86, but that 
would also cause ninety masked ebuilds to also be merged.

please update your PORTAGE_OVERLAY or comment it

it's already stable

I'ts already commented out. The problem was, however due to the fact that gnome-themes-2.2 is masked on the package database, but stable in the CVS tree and  rsync

This will happen without PORTDIR_OVERLAY as well. The solution is to remove
/var/cache/edb/dep and regenerate it with portage (e.g. emerge sync).
I had the same problem and now it works.
