Same error for me, fixed in both 0.21 and 0.27 versions ("Fixed" == "compiles").

I get the same error with 2.6.18-gentoo-r6 with 

http://bugs.gentoo.org/show_bug.cgi?id=141565#c14 states that the 'hdaps' USE flag is optional.

Trying

USE="-hdaps" emerge tp_smapi

works.

Could you please use a more recent tp_smapi? Which version was that?
