I think that both /usr/bin/qpkg from portage-utils and quickpkg from gentoolkit? shouldn't change, when compressing a package, the time stamp of the /var/db/pkgcat/pkgname files.

Just tell me if you need a better example and motivation, quite late here atm :)

We use a container format called xpak and it only stores the raw files (no metadata such as timestamps).
