Among other things, it fixes bug #143020. There is an unconfirmed compilation problem on ppc64 (see bug #149014) so we'll wait a bit on this arch, I think.
It seems to be ready for other archs.

this seems to be a candidate for bug 17808

@Markus: arf, you're right, I had totally forgotten this. It's actually building tk bindings and doesn't have any relationship with tcl, so I'll probably just modify the USE without bumping or changing keywords, assuming it's ok with AT.
About executable stacks, see bug #153382.
