Attempted to install kde apps in testing, "emerge -vp kcontrol" results in following:

emerge: there are no ebuilds to satisfy "~kde-base/kcminit-3.5.5".
(dependency required by "kde-base/kcontrol-3.5.5" [ebuild])
===

unmasking kcminit in /etc/portage/package.keywords results in 3.5.3 being fetched.

Please read the documentation about kde split eubilds, you forgot to unmask all of kde ebuilds.

I think you missed the last statement in first comment, that's OK.
I know about the split ebuilds, what I ask is: while upgrading from stable to testing, i.e. 3.5.2 to 3.5.5, emerge process also tries to fetch 3.5.3 and install a part from that base. Is this correct, the way it is supposed to work?

This is exactly how it is supposed to be and it is exactly why I told you to read the documentation about them.
