I tried compiling libopensync-plugin-kdepim today, which depends on libkcal. It failed to build, because it uses /usr/kde/3.5/include/libkcal/customproperties.h. This header, though, wants to include /usr/kde/3.5/include/kdepimmacros.h which is included in libkdepim. After installing libkdepim I was able to finally build libopensync-plugin-kdepim.

I read the other bugs regarding circular dependancies -> https://bugs.gentoo.org/show_bug.cgi?id=81407
But I'm not allowed to reopen the bug, so here I post.

That doesn't make libkcal need libkdepim, but all apps using the libkcal header needing libkdepim as build time dependency.
