Currently, the stable version of the SDLcam doesn't emerge in my x86 stable install.

I took a look.  It does indeed appear that the patch in question is missing.

However, it also appears that SDLcam-0.7.3-r2.ebuild (as opposed to 0.7.3-r1) doesn't reference the patch in question.

Try that version instead.
