It's a libtool issue and is fixed in dev-libs/judy-1.0.3.  Please use dev-libs/judy-1.0.3 instead.  Note that judy-1.0.3 is currently marked unstable so you'll need to add keywords ~arch for this ebuild.

Reopen for stabilization; having a non-compiling version stable is useless.
