I am installing gst-plugins-x-0.10.6 and:
chmod 644 /var/tmp/portage/gst-plugins-x-0.10.6/image//usr/lib/gstreamer-0.10/libgstximagesink.a
i686-pc-linux-gnu-ranlib /var/tmp/portage/gst-plugins-x-0.10.6/image//usr/lib/gstreamer-0.10/libgstximagesink.a

Comes from the eclass and is completely harmless, if the file doesn't exist it won't get installed. Nothing to fix here.
