its a config flag problem I think
my ./configure looks like this:


./configure --prefix=/usr --host=x86_64-pc-linux-gnu --mandir=/usr/share/man --infodir=/usr/share/info --datadir=/usr/share --sysconfdir=/etc --localstatedir=/var/lib --with-package-name=Gentoo GStreamer Ebuild --with-package-origin=http://www.gentoo.org --disable-amrnb --disable-a52dec --disable-dvdread --disable-id3tag --disable-lame --disable-mpeg2dec --disable-sidplay --enable-mad --libdir=/usr/lib64 --build=x86_64-pc-linux-gnu

--disable-id3tag also disables the MAD plugin

fixed in 0.10.4-r1
