1) emerge --sync (a while after stuff was added to Gentoo CVS)
2) echo >> /etc/portage/package.use 'media-video/usb-pwc-re ~x86'
3) emerge usb-pwc-re

Usually less than an hour.
It's definitely in the tree now as usb-pwc-re-20061023.042702.ebuild
