please allow downgrade of glibc and don't die in ebuild, at least within the same version (2.4-r4 -> 2.4-r3)
i installed glibc-2.4-r4 and experienced heavy problems on x86, so want to make sure that glibc is stable
maybe a version specific variable to override downgrade-block or something...
...actually downgrade of glibc is possible without too much risk, as long as you didn't recompile system and toolchain...

Maybe the cure is worse than the initial problem (see #151059)
