I was experiencing the same issue on amd64, and I've confirmed that manually re-emerging net-libs/libwww-5.4.0-r6 resolves the problem: it causes /usr/lib64/libwwwdir.la to be created and allows tetex-2.0.2-r9 to compile.

(For what it's worth, I could have sworn that net-libs/libwww was pulled in as a new package when I initially did "emerge -NDua tetex"; if this was the case, and if my understanding is correct, then I would have expected this problem not to appear in the first place, as libwww would have been emerged just before tetex anyway.  But I'm not going to complain now that there's a working solution. :) )

re-emerging libwww fixed it for me too. its strange that the file is missing when libwww is apparently installed correctly
