I am trying to perform a network-less install on a HPPA box with 2006.1. When I try to install vim-6.4 (included in distfiles on hppa livecd 2006.1) with all use flags off except minimal, there is a dependency for ctags-5.5.4-r2 which is not included in the distfiles on the cd. I would expect the minimal flag to remove the  ctags dependency.

ctags is not optional, read the vim.eclass.
