You are missing autogen keyword for gcc-4.1.1 with USE=test, and glibc depends on >=linux-headers/2.6.[69] which you are not using...

the linux-headers is a non issue as that combination of packages/USE flags cannot happen

gcc is broken though as it needs autogen
