AUCTeX is installed. 
I think it's a problem of paths. The new management of auctex files in /usr/share/emacs/site-lisp/ might probably be the main cause.

I have no problems installing preview-latex 0.9.1 on top of AUCTeX 11.55.  Maybe you can try AUCTeX 11.83 which includes preview-latex when emerged with USE="preview-latex"

I've just installed AUCteX 11.83 without any problem.

Matthew, is this bug resolved then?  You could see this is a request to stable auctex-11.83, it is in Portage for more than 30 days and has no open bugs.  Only ppc64 project needs to keyword auctex, see bug #131761.  Last one is resolved by next stable emacs...
