Other kde packages install their docs in /usr/kde/3.5/share/doc/${PN}/
Not sure why this doesn't apply to these packages, but I guess that's what causes this.

This bug was uncovered by commit [1] but existed a lot longer.

This only happens with packages that don't install HTML docs.
Instead of moving the contents of /usr/share/doc/${PF} it renames the directory because the target directory doesn't exist.
This should solve that :)

                mkdir -p "${D}/${KDEDIR}/share/doc/"
                mv ${D}/usr/share/doc/* "${D}/${KDEDIR}/share/doc/"

Where should this be done? In the ebuild? Or somewhere else?

In the kde.eclass, you can find it in /usr/portage/eclass
