the link to create a new bug is not consistent. in the footer it is
<http://bugs.gentoo.org/enter_bug.cgi?format=guided> while on individual bugs
(at the top) it is <http://bugs.gentoo.org/enter_bug.cgi>

Expected Results:  
the link should be consistent throughout the site. or even better, provide both
links (in just the footer and bugzilla home page) and note that one is guided
and the other is not.
