please change dohtml usr/share/doc/html/* to use the doc use flag

The doc USE flag is not to control whether documentation gets installed, but whether documentation that requires extra dependencies to build is generated/installed.

Then there are very many packages in the tree using the doc use flag wrong, and should probably discuss on gentoo-dev on what the policy actually is.
